- Sargent & Lundy is supporting a statewide planning effort to help define how advanced nuclear could support New York’s clean energy, reliability, affordability, and development goals.
Project Description
In 2025, the New York State Energy Plan identified advanced nuclear as a cost-effective resource for providing firm, zero-emitting energy that, in combination with continued renewable resources, will be necessary to meet the state’s clean energy and reliability goals. New York’s governor has directed the state Department of Public Service to build a pathway for 4 GW of new nuclear generation in addition to the 1 GW she directed the New York Power Authority to develop in 2025. To support that effort, NYSERDA and DPS are developing the Master Plan for Responsible Advanced Nuclear Development, to create a framework for assessing how advanced nuclear may fit within the state’s long-term energy strategy.
The master plan builds on NYSERDA’s January 2025 Blueprint for Consideration of Advanced Nuclear Energy Technologies, and research is expected to be completed in 2026. The plan examines major advanced nuclear use cases for New York, the maturity of the current technology landscape, and the siting, regulatory, and policy considerations that would shape future deployment. The plan also addresses applicable federal licensing guidelines, together with New York-specific permitting and siting requirements.
Project Scope
Sargent & Lundy is working alongside The Brattle Group to support NYSERDA and leading the consulting team’s technical characterization and siting. The scope includes preparing the master plan siting study to summarize key considerations for potential nuclear generation locations and explain the process for state agencies, local governments, and project developers.
Sargent & Lundy also delivered a technology feasibility and initial technology screening – a qualitative assessment of advanced nuclear use cases in New York using a structured traffic-light methodology across economic viability, technology feasibility, operating factors, supply chain, and economic development. This work helped identify use cases of greatest value to the state and prioritized grid power to acknowledge New York’s zero-emissions-by-2040 goal.
