Project Description
Ørsted contracted Sargent & Lundy as owner’s engineer for the Eleven Mile project’s 300 megawatt (MW) solar PV and AC-coupled 300 MW / 1200 megawatt-hour BESS located in Pinal County, Arizona. The project started construction in 2023 and began commercial operation in 2024.

Project Scope
Sargent & Lundy performed owner’s engineer BESS technical specification development and subsequent design reviews of the project’s solar PV, BESS, substation, and generation interconnect-line designs for the Eleven Mile project. Sargent & Lundy’s objective was to assess engineering, procurement, and construction (EPC) design deliverables for code compliance, prudent industry standards and best practices, operational safety considerations, performance, reliability, constructability, and the project specific technical specifications. The firm also performed detailed reviews of the power purchase agreement (PPA) and permitting requirements.
Sargent & Lundy’s scope of work included:
- Review of major equipment vendor submittals.
- System design review of solar PV, co-located AC-coupled BESS, substation, and generation interconnect-line designs (e.g., fire protection, electrical, civil, and structural).
- Electrical studies review.
- Identification of value engineering opportunities and plant performance optimization.
- Commissioning and testing plans review.
