Delta Energy Center (DEC) FEED Study
Project Highlights
- Challenging layout due to land availability in proximity of DEC.
- Steam extraction integration with DEC steam turbine generator (STG).
- Ductwork integration with DEC Site (3×1 combined cycle).
Project Description
The DEC facility is a natural gas-fired combined-cycle power plant located in Pittsburg, California. Owned and operated by Calpine, the power plant was identified as a potential candidate for retrofitting a carbon capture utilization and storage system. DEC currently has three operating natural gas-fired combustion turbines, Unit 1, Unit 2, and Unit 3, three heat recovery steam generators and one operating STG. The FEED study included initial process design of the carbon capture system by ION, compression system design by Siemens, and process engineering and balance of plant (BOP) integration by Sargent & Lundy.
The ION carbon capture system was designed to treat 100% of flue gas from all three combustion turbines at the facility. The carbon dioxide (CO2) capture system was designed to generate dehydrated and compressed CO2 of pipeline quality suitable for transportation via a dedicated pipeline off-site.
Project Scope
Sargent & Lundy was tasked with performing preliminary engineering and design to support implementation of a carbon capture facility at DEC. BOP design and engineering was supplemented by information provided by Calpine regarding the operating conditions of DEC, existing electrical layouts, existing foundations, surrounding landscape and facilities, and Calpine standard practice. Among other items, Sargent & Lundy performed the following tasks and provided:
- Overall project design criteria.
- Preliminary process design support.
- Vessel design of CO2 capture island.
- BOP system design and overall engineering and design and developing a 3D model.
- Project water balance.
- Process flow diagrams.
- Heat and material balances.
- Project site plan.
- General arrangement drawings.
- Process and instrumentation diagrams.
- Steam and electric sourcing study.
- Cooling water options study.
- Water and wastewater treatment study.
- Reliability, availability, and maintainability analysis.
- Permitting matrix.
- Hazard and operability review.
- Constructability review.
- Project execution plan.
- Environmental health and safety analysis.
- Environmental justice analysis.
- Economic revitalization and job creation outcomes analysis.
- Final FEED report.
