Project Description
Otter Tail Power Company contracted Sargent & Lundy to develop conceptual design, cost estimates and subsequent detailed design, procurement, and support for its Big Stone Plant to meet federal and state environmental regulations. The single-unit plant began operation in 1975 and was originally designed to fire lignite. It converted to Powder River Basin coal in 1995. The AQCS retrofit included dry flue gas desulfurization, selective catalytic reduction and activated carbon injection.
Project Scope
Preliminary work began in mid-2010, with Sargent & Lundy developing the project’s conceptual design and cost estimates. The firm’s scope went on to encompass permitting support, detailed design, procurement, construction oversight and commissioning support.
The project was initiated to meet Environmental Protection Agency best available retrofit technology requirements to reduce emissions of particulate matter, sulfur dioxide and nitrogen oxide. The AQCS retrofit project included a circulating dry flue gas desulfurization system, new baghouse to replace the existing installation, a selective catalytic reduction system, boiler modifications for separated overfire air, and an activated carbon injection system for mercury control.
