Recent Substation Projects

Baltimore Gas & Electric
Working under a long term services agreement, Sargent & Lundy has provided engineering for multiple substation and transmission projects on BGE's system. Projects include upgrades and expansions to BGE's 500kV, 230kV and 69/12kv substations and transmission lines. Sargent & Lundy also has provided preliminary and conceptual engineering including development of alternative engineering solutions, risk analysis, and cost development on multiple complex system upgrades and expansions.
BP Wind Energy

Sargent & Lundy performed engineering for the Trinity Hills Wind Farm project and the Sherbino Mesa II Wind Farm project, both located in Texas. Sargent & Lundy's scope for the 225-MW Trinity Hills project included the engineering and design of a 345/34.5 kV substation, the 34.5 kV underground collection system, and 3.5 miles of 345-kV transmission line. Our scope for 150-MW Sherbino Mesa II included the engineering and design of the 138/34.5 kV project substation, 138 kV junction switchyard, 34.5 kV overhead and underground collection system, and 10 miles of 138 kV transmission line. Engineering was initiated in August 2010 on Trinity Hills and October 2010 on Sherbino Mesa II. Engineering drawings for both projects were issued for construction in March 2011.

Central Maine Power
Maine Power Reliability Program

Sargent & Lundy is teaming with Cianbro Corp. to design and build five greenfield, open-air substations for Central Maine Power as part of the Maine Power Reliability Program. Three of the substations are 345/115/13.8-kV, one is a 345-kV switchyard ,and one is a 115/34/12-kV substation. Our scope includes complete engineering of the electrical, civil, and structural portions of the substations and specifying all of the equipment and providing procurement support to Cianbro. Also, Sargent & Lundy will be coordinating the new equipment testing at each substation, as well as writing of commissioning plans. The engineering is scheduled to be completed in early 2013, with staggered substation inservice dates starting in 2011 through 2014.

City of Anaheim Public Utilities Department
Sargent & Lundy is supporting the City of Anaheim, CA in a major upgrade/expansion of its transmission and distribution system. Sargent & Lundy is serving as owners engineer and construction manager for a series of gas-insulated substation (GIS) projects located in both enclosed and outdoor facilities. These projects include the following:
Park Substation

69 kV/23.8 kV indoor/underground GIS, placed in-service in 2006.

Lewis - Vermont Project
230kV/34kV GIS in an open-air substation and a 230-kV transmission line, was completed in Fall 2007.
Anaheim Substation
69 kV/13.8 kV indoor GIS located in downtown Anaheim, was completed in Spring 2008.
City of Tallahassee
To accommodate the addition of a new unit at the Hopkins Generating Station, Sargent & Lundy is designing an expansion of the Hopkins 115-kV switchyard. Completed in 2005.
Exelon
ComEd

Sargent & Lundy is currently working under a long term Engineer of Choice contract providing substation and transmission engineering as well as construction services support to ComEd. Sargent & Lundy designed four new 138/12kV GIS substations with expansions at 12 others as part of the Chicago Optimization Plan for ComEd. We provided engineering, project management, material ordering, and outage and commissioning planning to ComEd on multiple recent projects including the four nuclear switchyard upgrades and a program including a new 345 kV GIS substation, autotransformers and 345 kV transmission line upgrade. Sargent & Lundy has also supports multiple transmission line and substation system expansions, upgrades, and fiber communications projects.

SCADA Installation Programs
Sargent & Lundy performed engineering and design for the installation of SCADA (supervisory control and data acquisition) programmable logic controllers (PLCs) or remote terminal units (RTUs) at over 60 existing substations throughout the ComEd service territory in northern Illinois. The SCADA systems allow ComEd to improve the reliability of the transmission and distribution system and respond more quickly and efficiently to system abnormalities. This work was performed under an EPC contract. M. J. Electric of Iron Mountain, MI was the prime contractor and Sargent & Lundy was the engineering subcontractor. Our scope of work as the engineer on the EPC team included development of SCADA point lists; SCADA system engineering and design, including transformer LTC control, regulation, and tap position monitoring; schematic, wiring diagrams, and demolition drawings, preparation of material lists; and design and specification of associated equipment such as auxiliary relays, cables, conduits, and cable trays. Completed in 2001.
PECO
Working directly as an Exelon Engineer of Choice and as part of the Infrasource Contractor of Choice team, Sargent & Lundy is designing 138-kV and 230-kV substation modifications. These projects involve the addition of line terminals, circuit breaker replacements, and relay upgrades.

Goldwind USA

Sargent & Lundy performed engineering for Goldwind’s Shady Oaks 109.5 MW Wind Farm Project, which includes 68 1.5-MW and 3 2.5-MW Goldwind permanent magnet direct drive (PMDD) turbines. The project is located in Lee County in north central Illinois. Our scope of work included engineering and design of a 138-kV Interconnection Switchyard and a 138/34.5-kV Project Substation, coordination with ComEd and PJM for interconnection to the 138-kV transmission system. In addition, we are providing both on-site quality control surveillance for the substation construction and commissioning services. The project is scheduled to be in service by the end of 2011.

Horizon Wind Energy
Twin Groves Wind Farm

Sargent & Lundy performed engineering for the interconnection of the Horizon Wind Energy Twin Groves Wind Farm to the Commonwealth Edison transmission network. Our engineering and design included the 34.5/345 kV substation at the termination of the wind generator collection system, 16 miles of 345-kV transmission line, a 345 kV substation, a 3-breaker ring bus adjacent to the existing transmission line, and coordinating the interface of the protection and control systems. The project was constructed in two phases, each generating 200 MW of power. Phase II was completed at the end of 2007. The facility includes 267 wind turbine generators, with a rated capacity of 1.5-1.65 megawatts each.

Jacksonville Electric Authority
Brandy Branch and Normandy Substations

Sargent & Lundy engineered the expansion of these 230-kV substations to accommodate the addition of new 230-kV line terminals. This project was completed in 2005.

Louisville Gas & Electric

Sargent & Lundy is performing complete project services for this downtown 138/13.8-kV substation including related underground and overhead transmission lines. An existing open-air substation is being demolished and replaced by a multilevel, enclosed GIS facility with a cable vault area housing 138-kV transmission lines and 15-kV distribution feeders. The project includes reconductoring a 69-kV underground line and replacing four 138-kV oil-filled underground transmission cables with XLPE cable and high-pressure gas-filled cable. Our scope includes overall program management, engineering and design, procurement support, construction management, and commissioning. Engineering was initiated in September 2006, and the substation was energized mid-2008.

NV Energy

Sargent & Lundy is providing engineering for this 138/12-kV substation adjacent to the Las Vegas resort "Strip" and designing the associated overhead and underground transmission and distribution lines. Segments of the 5 miles of line are being designed to accommodate a future, overbuilt 230-kV circuit and the 138-kV circuit and future 230-kV circuit to be installed underground. Engineering for this project was completed in 2009. Sargent & Lundy's team includes Arcadis, Finley Engineering, and USi/GAI.

PacifiCorp
Wasatch Front Quantum Leap Projects

As part of an EPC team, Sargent & Lundy is performing complete engineering for a major upgrade of the transmission and distribution system in the PacifiCorp Salt Lake City region. The prime contractor is Kenny Construction Company of Chicago, IL. The scope of work includes 12 new 138/12.5-kV substations and upgrades of 19 existing substations. In addition to engineering, Sargent & Lundy's scope of work includes construction quality assurance and testing and commissioning services. The majority of the projects were completed to meet summer peak loads in 2003 and 2004, and the remaining projects were completed in 2005.

Pepco Holdings, Inc. (PHI)

Under a current long term services agreement for substation and transmission services, Sargent & Lundy has been serving the PHI companies, Pepco, Atlantic City Electric and Delmarva Power, with a wide range of services. Recent projects for Pepco include major open-air 500/230 kV substation expansions, GIS substation expansions, breaker replacement projects, and transmission line projects. Projects for Atlantic City Electric include new 230/69/12 kV substations, 69 kV and 12 kv expansions as well as development of conceptual scoping and bid documents. For Delmarva power, Sargent & Lundy supported the development of new substation standards.

Brighton 500/230-kV Substation Expansion Project

Pepco selected Sargent & Lundy to engineer their 500/230-kV Brighton substation expansion, which will increase load flow capability as well as help strengthen reliability of the regional transmission system. The project is expanding the facility by doubling the transformation capacity with the addition of 500/230-kV 1,000-MVA transformer banks, two 500-kV circuit breakers, six 230-kV circuit breakers, and two 230-kV double breaker bays. In addition, our scope included replacement of all existing relays with new microprocessor-based relays. Integrating the new equipment into an older substation presented a number of engineering challenges. Engineering was initiated in June 2007 and the complete expansion was placed in service in 2009.

Rochelle Municipal Utilities
To provide electric service to a new ethanol manufacturing plant in central Illinois, Sargent & Lundy was retained to engineer the Caron Road 138-kV Substation. Completed in 2006.
Salt River Project

We performed engineering and design services for the Hassayampa 500 kV Switchyard project. In response to requests for both transmission and generation interconnections to the Palo Verde hub by various utilities, energy service providers and other interests, a new satellite switchyard was constructed near the existing Palo Verde Nuclear Power Plant. This new 500 kV breaker-and-a-half switchyard has an ultimate arrangement of 10 bays, with 20 positions available for the termination of transmission lines and generating station tie lines. Completed in 2003.

San Diego Gas & Electric Company

Sargent & Lundy is leading a team that is providing a wide range of services to support SDG&E on their proposed major, new transmission interconnection from the east side of their service territory - the Sunrise Powerlink. The project is proposed to include approximately 100 miles of new 500-kV transmission line, approximately 30 miles of new 230-kV line, a new 500/230-kV substation, and upgrades to a number of existing lines and substations. The scope of work is divided into three phases: I - Route evaluations, public outreach, environmental licensing, and preliminary engineering: II - Detailed engineering, procurement support, and land acquisition support, and III - Construction management.The project is scheduled to be completed in 2012.

Southern California Edison
Tehachapi Renewable Transmission Project

The TRT project is the first major transmission project in California being constructed specifically to access multiple renewable generators in a remote area and will include new and upgraded electric transmission lines and substations. Sargent & Lundy is performing detailed transmission line and substation engineering and design. Our team provided preliminary engineering and permitting support and is also preparing technical specifications for material and construction. The first segments of the project were approved by the California Public Utilities Commission in March 2007 and construction is underway.

Substation Engineering Services
SCE awarded an engineering services agreement for substation projects to Sargent & Lundy in 2004. Current assignments include capacitor bank additions, circuit breaker replacements and other equipment upgrades at existing 69/12-kV substations.
Tennessee Valley Authority

Since 1997, Sargent & Lundy has been an engineering alliance partner to the Tennessee Valley Authority (TVA), providing engineering and design services for projects throughout their transmission system. Projects have included new 230/115-kV substations, 161-kV switchyards and 500-kV switchyards for the interconnection of independent power project generating stations. They have also included upgrades to existing substations, addition of capacitor banks, relay system upgrades, replacement of obsolete circuit breakers, and installation of SCADA systems.
