| FIDELITY'S EXCESSIVE TRADING POLICY |
| Effective December 6, 2004, Fidelity implemented
the following policy regarding excessive trading of Fidelity funds for
exchanges (transfers of existing balances) greater than $1,000. This policy
has also been adopted by many other fund families within the Savings Investment
Plan. Plan participants will be allowed one "round trip" exchange in 90 days. A round trip is defined as an exchange in and then out of a Fidelity fund within 30 days. Exceptions: This policy DOES NOT apply to Fidelity Select Funds, the BrokerageLink Fidelity Money Market fund, non-Fidelity funds not listed above, and the Stable Value Fund. This policy applies to exchanges, NOT to: contributions or rollovers, new loans or loan payments, or withdrawals. The first round trip will result in a warning letter mailed to the participant. A second round trip in any one fund on a 90-day rolling basis will result in an 85-day suspension period. Exchanges will not be allowed into that fund during the suspension period. Following the suspension period, Fidelity will continue to monitor trading activity and any subsequent round trip exchange, using that fund, during the next 12 months will result in another 85-day suspension. In addition, if 4 round trip exchanges are made within the same fund or across all other funds covered by this policy during a 12-month period, exchange activity will be limited to 1 day of exchanges per quarter for the next 12 months. Following the restriction period, a subsequent round trip exchange using any of the funds covered by this policy will result in another quarterly restriction period. Please note: This excessive trading policy and any subsequent restriction period will not affect a participant's ability to request a withdrawal or new loan, to contribute, rollover or make loan payments, or change the investment election fo future contributions/loan payments.
