Sargent & Lundy conducted a material condition assessment of the complete electric and gas transmission and distribution systems of a major utility company. A statistical sampling methodology was implemented to allow the condition of the entire system to be assessed within a three-month period. Sampling criteria were developed to grade the condition of each type of component in the system. After identifying the discreet samples of each type of facility, data was collected from visual inspections. An extensive database was developed to collect and manage the extensive volume of information that was collected. The utilities' maintenance programs and practices were also reviewed and evaluated. The final deliverable was a complete report describing the assessment criteria, field observations, data analysis and condition rankings of each component. This program was completed in 2004.
Duke Energy
S&L worked with Duke Energy to develop standards for substation design and standard specifications for substation equipment. The first phase of this project included a review of Duke's existing standards and development of a list of the necessary revisions and additions. Phase II of the project involved the development of the sections of the standards manual and technical specifications that were Duke's highest priority. The objective of this project was to prepare a complete standard substation design manual and a set of specifications for all major substation equipment. Phase II of the work was completed in 2000.

Our experts have participated in a number of projects sponsored by EPRI and involving participation by EPRI member utilities.
Cable System Cost Reduction Project
The objective of this project was to identify design approaches and installation methods that can reduce the cost of 115/138-kV underground cable systems. Phase 1 of the project, which was completed in 1997, involved interviews with utility personnel experienced in the engineering and installation of cable systems in this voltage classification and documenting the design and construction practices applied in recent projects. Phase 2 of the project involved a cost-sensitivity analysis of the factors identified in Phase 1. This project was completed in 1999.
International Power Sector Reform Projects
Sargent & Lundy has teamed with major business consulting firms on a number of international projects related to reform, restructuring and privatization of electric utility systems. Sargent & Lundy performs technical evaluations; inspects, reviews and documents the T&D assets and facilities; reviews overall T&D system design, reviews the overall system reliability and utilization, evaluates load growth data, technical and non-technical power losses, operating and maintenance practices and performs a useful life asset valuation. Two recent projects involved technical consulting services related to power sector reform programs involving unbundling and structural separation of generation, transmission and distribution into separate services to be provided by separate companies. One of the projects was performed for the Mauritius Ministry of Public Utilities, scheduled for completion in 2001, and the other for the state of Andhra Pradesh, India, which was completed in 2000.
Jacksonville Electric Authority
Brandy Branch and Normandy Substations
Sargent & Lundy engineered the expansion of these 230-kV substations to accommodate the addition of new 230-kV line terminals. This project was completed in 2005.
T&D Maintenance Practices Review
To improve system reliability, Jacksonville Electric Authority (JEA) requested a review of their T&D maintenance practices and provide recommendations for cost-effective methods of monitoring and maintaining substation equipment. Sargent & Lundy was also requested to evaluate the JEA system to determine the causes of an unacceptably high level of equipment failures. These studies were completed in 1998.
Minnkota Power Cooperative
Sargent & Lundy was requested by Minnkota Power Cooperative (MPC) to conduct a study of its 345 kV transmission line that runs from Center, North Dakota to Fargo, North Dakota, a total length of 214 miles. The line has been energized for the past 31 years. Over the past three years, the line has experienced a number of structural failures under severe weather conditions. Because loss of generation due to line failure is increasingly critical to MPC, this study was undertaken to assess the strength and reliability of the existing line and to recommend measures to improve the performance of the line. This study was completed in 2001.
PacifiCorp
Wasatch Front Quantum Leap Projects

As part of an EPC team, Sargent & Lundy performed complete engineering construction quality assurance and commissioning services for a major upgrade of the transmission and distribution system in the PacifiCorp Salt Lake City region. The prime contractor is Kenny Construction Company of Chicago, IL. The scope of work includes 7 transmission projects involving a total of approximately 50 miles of 138 kV line, plus an additional 15 miles of line to accommodate the new and upgraded substation projects. The majority of the projects were completed to meet summer peak loads in 2003 and 2004 and the remaining projects completed in 2005.

Harrison - Lincoln Project
Sargent & Lundy performed a study to evaluate alternatives to reconstruct a 115-kV transmission line crossing of the Willamette River in Portland, OR. This including overhead construction, direct bore cable installation under the river, use of an abandoned gas pipeline and installing cables below the deck of an existing highway bridge. After the overhead crossing was selected as the preferred alternative, we completed the engineering to rebuild the overhead span and the new line segments on each bank of the river. Completed in 2005.
PECO Energy
Our experts performed a study to determine transmission line and substation upgrades that were required for IPP generating station interconnections to the PECO system. Sargent & Lundy's scope of work included selection of special conductors to meet the higher ampacity requirement for eight transmission circuits and determining if any structure upgrades were required as a result of reconductoring. Evaluation of the existing substations impacted by this new generation was also performed to determine the upgrades that were required, including circuit breaker and relay protection replacement or modification. Completed in 2001.
South Mississippi Electric Power Association
We performed a substation siting and transmission line corridor study for South Mississippi Electric Power Association (SMEPA). An optimal substation layout was developed within the constraints of an existing parcel of land and three existing transmission corridors exiting from this substation site were evaluated for additional circuits in various 69 kV, 161 kV and 230 kV transmission line configurations. This project was completed in 2000.
Tennessee Valley Authority
Sargent & Lundy has performed transmission system impact studies for the interconnection of a number of IPP generating stations to the TVA transmission system. These included short-circuit, power flow, system stability and transient overvoltage studies. Load flow analysis was performed to assess compliance of the IPP generators with TVA voltage and thermal loading acceptance criteria and to identify mitigating measures to alleviate system constraints. Studies were preformed from 2000 through 2003.
