Describes the case of a generic project with the planned reduction of opacity and the design changes necessary to leverage the investment for mercury and SO2 capture. Many utilities with installed electrostatic precipitators on older plants have had to consider either improving the performance of the precipitators or replacing them with fabric filters. In many cases, these opacity reduction projects can be "leveraged" to also reduce mercury and SO2 emissions.
